CampaignBrief is a product of SapienCX LLC, a Virginia limited liability company. Please read these Terms carefully before using the Service.
CampaignBrief is owned and operated by SapienCX LLC, a Virginia limited liability company ("SapienCX," "we," "us," or "our"). By using CampaignBrief, you agree that you are contracting solely with SapienCX LLC and not with any individual founder, member, manager, officer, employee, contractor, affiliate, or agent of SapienCX LLC.
To the maximum extent permitted by applicable law, no founder, member, manager, officer, employee, contractor, affiliate, or agent of SapienCX LLC shall have any personal liability for any claim, loss, damage, refund, chargeback, data issue, service interruption, reliance decision, or other matter arising from or relating to CampaignBrief or these Terms. SapienCX LLC's members, managers, officers, employees, contractors, affiliates, and agents are intended third-party beneficiaries of the disclaimers, limitations of liability, indemnification, and other protective provisions in these Terms.
CampaignBrief is designed and intended exclusively for professional use in connection with political campaign operations, political consulting, public affairs, issue advocacy, PAC management, legislative monitoring, political research, and related professional activities. Authorized users include campaign managers, communications directors, political consultants, PAC directors, issue advocates, public affairs professionals, political researchers, and journalists covering elections and campaigns.
You may not use CampaignBrief for any of the following purposes:
You are solely and exclusively responsible for ensuring that your use of CampaignBrief and any actions taken in reliance on CampaignBrief outputs comply with all applicable federal, state, and local election laws; campaign finance disclosure requirements; FEC regulations; platform terms of service; and any applicable professional obligations. SapienCX LLC provides monitoring and intelligence tools — it does not provide election law compliance services, and nothing in CampaignBrief constitutes legal or compliance advice.
CampaignBrief provides narrative monitoring, signal detection, phrase-convergence analysis, money-message alignment data, and evidence organization based on publicly available sources and automated analysis. CampaignBrief is a decision-support tool — it is not legal advice, political advice, strategic campaign advice, campaign-finance compliance advice, crisis communications advice, or any other form of professional advice.
You are solely responsible for independently reviewing, verifying, and evaluating all CampaignBrief outputs before taking any campaign action, making any public statement, releasing any communications, filing any legal or regulatory document, or making any other decision based on CampaignBrief data or analysis. Human review is required before any consequential campaign action.
CampaignBrief does not assert the truth or falsity of any monitored claim, narrative, phrase, statement, allegation, or piece of content. CampaignBrief reports on the observed existence, spread, and convergence of public content — it does not independently verify, endorse, fact-check, or validate the accuracy of any monitored content.
No attorney-client relationship, consultant relationship, agency relationship, or fiduciary duty is created between you and SapienCX LLC by your use of CampaignBrief.
CampaignBrief is designed and operated to be politically neutral. CampaignBrief serves users regardless of party affiliation, candidate, ideological position, or issue area. SapienCX LLC does not endorse any candidate, party, political position, or campaign.
Phrase Convergence: When CampaignBrief identifies and reports "phrase convergence," it is reporting the observed repeated use of similar or identical language across multiple public sources within a defined time window. A phrase-convergence finding is a descriptive observation about public language patterns. It is not, and must not be characterized as, evidence of legal coordination between campaigns, committees, PACs, or any other entities; evidence of foreign involvement or foreign-national contributions; evidence of a campaign finance violation; evidence of any conspiracy; or a conclusion that any law has been violated.
You agree that you will not characterize, describe, publish, state, or otherwise represent any CampaignBrief output — including any phrase-convergence finding — as evidence of illegal coordination, a campaign finance violation, foreign involvement, or any other legal violation, without independent legal verification and advice from qualified legal counsel. Making unsubstantiated public claims of illegal coordination based on CampaignBrief outputs is a misuse of the Service.
(a) Nature of Rumor Watch and Unverified Signals. CampaignBrief includes monitoring categories that surface unverified, low-confidence, anonymous-source, single-source, or otherwise uncorroborated public claims, allegations, posts, comments, communications, or items (collectively, "Unverified Signals"), including without limitation items reported in the "Rumor Watch" module, items flagged with "Low" confidence in any module, items sourced from anonymous or pseudonymous accounts, items lacking independent corroboration, and items not yet confirmed by any credentialed press source. Unverified Signals are surfaced for the limited and exclusive purpose of subscriber operational awareness.
(b) No Assertion of Truth or Falsity. SapienCX LLC makes no representation, warranty, statement, conclusion, finding, allegation, accusation, or assertion regarding the truth, falsity, accuracy, completeness, credibility, or reliability of any Unverified Signal or any other monitored item, claim, narrative, phrase, statement, post, communication, advertisement, or content reported through CampaignBrief. The presence of any item in CampaignBrief is solely a description of its observed existence in publicly accessible sources at the time of detection. CampaignBrief does not verify, fact-check, endorse, adopt, ratify, repeat, or republish any monitored claim or content as a statement of fact.
(c) Private Subscriber Product; Not a Publication. CampaignBrief is a private, paid-only intelligence product distributed solely to vetted, contractually bound subscribers under unique access tokens for their internal professional campaign operations use. CampaignBrief is not a publication, news service, journalism platform, public broadcast, or public-facing reporting tool. No content, output, signal, summary, brief, evidence packet, screenshot, export, or other material generated by or accessed through CampaignBrief (collectively, "CampaignBrief Materials") may be published, posted, broadcast, distributed, shared, forwarded, quoted, paraphrased, or made available to any person, entity, or audience outside the subscriber's authorized internal organization without the prior written consent of SapienCX LLC.
(d) Subscriber Covenant Against Republication. You expressly covenant and agree that you will not, and will cause your personnel, agents, contractors, consultants, surrogates, vendors, and affiliated political committees not to:
(e) Mandatory Independent Verification. You acknowledge and agree that no CampaignBrief Materials, and in particular no Unverified Signal, may be relied upon for any campaign action, public statement, communication, legal allegation, regulatory complaint, press response, or other operational decision without prior independent verification through sources external to CampaignBrief and, where appropriate, prior review by qualified legal counsel of your own choosing. Human review and independent external verification are non-waivable conditions of permitted use.
(f) Confidentiality. CampaignBrief Materials are confidential information and trade secrets of SapienCX LLC. You agree to maintain the confidentiality of CampaignBrief Materials using at least the same degree of care you use to protect your own confidential business information, and in no event less than reasonable care.
(a) Scope. The disclaimers in this Section apply to every output of CampaignBrief, including without limitation Command Briefs, Narrative Radar entries, Phrase Convergence findings, Rumor Watch items, Unverified Signals, Money + Message reports, Influence Map entries, Evidence Room logs, daily emails, PDF exports, alert notifications, AI-generated summaries, source attributions, confidence ratings, hype-versus-movement assessments, and any other content delivered through the service (collectively, "Outputs").
(b) No Statement of Truth. No Output is, or shall be construed as, a statement of fact by SapienCX LLC. Every Output is a descriptive observation about the existence, movement, frequency, source-type distribution, repetition pattern, or apparent amplification of public content. SapienCX LLC does not verify, validate, or vouch for the underlying content of any monitored item. The fact that an item is included as an Output is not, and shall not be characterized as, evidence that the item is true, accurate, credible, well-sourced, legally actionable, or worthy of public response.
(c) No Legal Conclusions. No Output is a legal conclusion. No Output constitutes evidence of illegal coordination, foreign involvement, campaign finance violation, defamation, election law violation, regulatory violation, fraud, conspiracy, or any other legal claim or wrongdoing. Any characterization of an Output as legal evidence requires independent verification and the advice of qualified legal counsel, and is the sole responsibility of the subscriber.
(d) No Editorial Endorsement. Inclusion of any source, actor, podcast, blog, publication, account, organization, or individual in any Output is descriptive only and does not constitute editorial endorsement, criticism, accusation, or commentary by SapienCX LLC. Confidence ratings reflect source diversity and corroboration only and are not assessments of the credibility, character, motive, intent, or fitness of any actor.
(e) Independent Verification Required. You acknowledge and agree that independent verification through sources external to CampaignBrief is required prior to any public statement, campaign action, communication, legal filing, regulatory complaint, or other operational use of any Output.
CampaignBrief monitors and processes publicly available and appropriately licensed data sources, including but not limited to:
CampaignBrief does not collect, access, scrape, or process private communications, private messaging, private social media groups, non-public voter registration data, voter files, personal voter records, private campaign communications, or any data that is not publicly available or appropriately licensed. CampaignBrief does not purchase or use voter data, micro-targeting data, or psychographic data from data brokers.
The availability, completeness, timeliness, and accuracy of third-party data sources are outside SapienCX LLC's control. CampaignBrief does not guarantee coverage, accuracy, completeness, or timeliness of any monitored source or data set.
Access to CampaignBrief is provided via a unique access token (UUID) issued to each subscriber following payment and approval. Your access token is personal, confidential, and non-transferable. You may not share your access token with any person outside your authorized organization or campaign.
Campaign team use — meaning use by staff members working within a single named campaign, political committee, or organization that is the named subscriber — is permitted within the limits of your subscribed plan. Use by consultants serving multiple clients on a single token is prohibited unless your plan expressly permits multi-campaign or agency use.
You are responsible for all use that occurs under your access token. If you believe your token has been compromised, you must notify us immediately at tom@phase3ai.com. We reserve the right to revoke or rotate access tokens that we reasonably believe have been shared or misused, without refund.
CampaignBrief has no free tier. Access requires a paid subscription or approved contract. Pricing is as disclosed at the time of purchase or in your order. Current packages start at $5,000 per Active Campaign Monitoring Period for local race coverage.
Active Campaign Monitoring Period. "Active Campaign Monitoring Period" means the fixed period of CampaignBrief monitoring stated in the applicable order form, statement of work, invoice, or checkout page. References to "cycle," "campaign cycle," "election cycle," or similar language in CampaignBrief marketing materials refer only to the applicable Active Campaign Monitoring Period and do not incorporate the Federal Election Commission's definition of "election cycle," any state campaign-finance definition, the full term of the office sought, the full inter-election period for that office, any pre-filing period, any transition or inauguration period, any recount or post-election contest period, or any period not expressly stated in the applicable order form. If no Active Campaign Monitoring Period is expressly stated, the default period is six (6) calendar months from the monitoring start date, ending on or before the applicable election date.
Additional Monitoring. Monitoring beyond the Active Campaign Monitoring Period requires a separate written agreement or paid extension at CampaignBrief's then-current extension rates. Unless otherwise stated in the applicable order form, post-election monitoring is limited to thirty (30) calendar days after the applicable election date and is included within the Active Campaign Monitoring Period. Monitoring for a primary election and a general election within the same race are separate election events; coverage of both events requires either an expanded monitoring period as stated in the applicable order form or two separate engagements.
Plan Types:
Auto-Renewal: Monthly and annual subscription plans auto-renew at the end of each billing period at the rate disclosed at the time of purchase unless you cancel before the renewal date. Fixed-period plans (Local Race, State/Regional, Congressional) are one-time payments for the stated Active Campaign Monitoring Period and do not auto-renew unless you separately purchase a new monitoring period.
Cancellation: You may cancel a recurring subscription at any time by emailing tom@phase3ai.com or through your billing portal. Cancellation stops future renewal charges and takes effect at the end of the then-current billing period. Cancellation does not entitle you to a refund for any period already paid.
Refunds: Access tokens are issued promptly upon payment approval. Because access to CampaignBrief's intelligence systems is provided immediately upon token issuance, payments are generally non-refundable after an access token has been issued, except where required by applicable law or approved by SapienCX LLC in its sole discretion. If you believe a billing error has occurred, contact tom@phase3ai.com within 30 days of the charge.
Taxes: You are responsible for all applicable taxes, duties, levies, and similar charges. Prices are exclusive of applicable taxes unless otherwise stated at checkout.
Failed Payments: If a payment fails, we may retry the charge, request updated payment information, restrict access, suspend your account, or terminate your subscription. If you initiate a chargeback or payment dispute, we may suspend access pending resolution and may provide the payment processor with evidence of your subscription authorization, usage, and acceptance of these Terms.
Certain CampaignBrief features use automated analysis and AI-generated processing (including large language model analysis) to produce narrative summaries, phrase-convergence assessments, narrative-momentum scores, influence-pattern analysis, and related intelligence outputs.
AI-generated output may contain errors, omissions, outdated information, unsupported inferences, or other inaccuracies. AI models do not have access to real-time information, and their outputs may not reflect the most current status of a narrative, campaign, or public event.
You must independently verify all AI-generated content before acting on it, publishing it, including it in campaign communications, sharing it with third parties, or using it as the basis for any legal, political, strategic, or communications decision. CampaignBrief does not warrant the accuracy, completeness, timeliness, or fitness for any particular purpose of any AI-generated narrative summary, phrase analysis, influence assessment, or other AI output.
The following uses of CampaignBrief are strictly prohibited. Violation of these prohibitions may result in immediate suspension or termination of access without refund and may expose you to legal liability:
SapienCX LLC owns or licenses all rights in CampaignBrief, including the platform, design, text, analysis, scoring methodology, narrative signal logic, phrase-convergence methodology, data compilation, user interface, software, and documentation, except for third-party source materials. Subject to these Terms and your payment of applicable fees, SapienCX LLC grants you a limited, revocable, non-exclusive, non-transferable license to access and use CampaignBrief for your internal professional campaign or political operations use during your active subscription. No rights are transferred to you except as expressly stated. All rights not expressly granted are reserved.
CAMPAIGNBRIEF IS PROVIDED ON AN "AS IS" AND "AS AVAILABLE" BASIS WITHOUT WARRANTY OF ANY KIND. TO THE MAXIMUM EXTENT PERMITTED BY APPLICABLE LAW, SAPIENCX LLC EXPRESSLY DISCLAIMS ALL WARRANTIES, EXPRESS, IMPLIED, OR STATUTORY, INCLUDING BUT NOT LIMITED TO WARRANTIES OF ACCURACY, COMPLETENESS, TIMELINESS, MERCHANTABILITY, FITNESS FOR A PARTICULAR PURPOSE, NON-INFRINGEMENT, UNINTERRUPTED AVAILABILITY, SECURITY, ERROR-FREE OPERATION, AND SUITABILITY FOR ANY CAMPAIGN, POLITICAL, LEGAL, OR STRATEGIC DECISION.
SapienCX LLC does not warrant that: (a) CampaignBrief will be available, uninterrupted, or error-free; (b) any data, signal, summary, or analysis will be accurate, complete, current, or reliable; (c) CampaignBrief will detect every relevant narrative event, phrase-convergence pattern, or political development; (d) any AI-generated output will be accurate or suitable for your intended use; or (e) your use of CampaignBrief will comply with applicable election law or campaign finance requirements, which are your sole responsibility.
TO THE MAXIMUM EXTENT PERMITTED BY APPLICABLE LAW, SAPIENCX LLC AND ITS MEMBERS, MANAGERS, OFFICERS, EMPLOYEES, CONTRACTORS, AFFILIATES, AND AGENTS SHALL NOT BE LIABLE FOR ANY INDIRECT, INCIDENTAL, CONSEQUENTIAL, SPECIAL, EXEMPLARY, PUNITIVE, OR ENHANCED DAMAGES, INCLUDING LOST PROFITS, LOST REVENUE, LOST BUSINESS OPPORTUNITIES, CAMPAIGN LOSSES, REPUTATIONAL HARM, LEGAL COSTS, REGULATORY FINES, DATA LOSS, OR LOSSES ARISING FROM DELAYED, INACCURATE, INCOMPLETE, UNAVAILABLE, OR MISINTERPRETED DATA OR ANALYSIS, EVEN IF ADVISED OF THE POSSIBILITY OF SUCH DAMAGES.
SAPIENCX LLC's total aggregate liability for all claims arising out of or related to CampaignBrief or these Terms shall not exceed the total fees actually paid by you to SapienCX LLC for CampaignBrief during the twelve (12) months immediately preceding the event giving rise to the claim. This limitation applies regardless of the legal theory asserted, including contract, tort, negligence, strict liability, statute, misrepresentation, warranty, or otherwise.
(a) Subscriber Indemnification. You agree to defend, indemnify, and hold harmless SapienCX LLC and its members, managers, officers, employees, contractors, affiliates, agents, licensors, and successors (the "Indemnified Parties") from and against any and all third-party claims, demands, suits, actions, proceedings, investigations, losses, judgments, settlements, liabilities, damages, fines, penalties, costs, and expenses, including without limitation reasonable attorneys' fees, expert fees, court costs, regulatory defense costs, and investigation expenses, arising out of, relating to, or in connection with:
(b) Control of Defense. SapienCX LLC may, at its election and at your expense, assume the exclusive defense and control of any matter subject to indemnification under this Section. If SapienCX LLC assumes control of the defense, you agree to cooperate fully with SapienCX LLC's defense. You may not settle, compromise, or admit liability in any claim subject to indemnification without SapienCX LLC's prior written consent if such settlement, compromise, or admission would impose any liability, obligation, admission, restriction, or non-monetary remedy on any Indemnified Party.
(c) No Cap on Indemnification. The indemnification obligations set forth in this Section are not subject to the liability limitation set forth in Section 12 and shall apply without limit. Indemnification obligations survive termination of these Terms.
(d) Insurance. SapienCX LLC may require that you maintain commercial general liability insurance, media liability insurance, or campaign-finance compliance insurance in commercially reasonable amounts, naming SapienCX LLC as additional insured, as a condition of access to higher-tier plans.
These Terms are governed by the laws of the Commonwealth of Virginia, without regard to its conflict-of-law provisions.
Arbitration: For disputes involving an amount in controversy exceeding $10,000, any dispute, claim, or controversy arising out of or relating to CampaignBrief or these Terms shall be resolved by binding arbitration administered by JAMS pursuant to its applicable Commercial Arbitration Rules. The seat of arbitration shall be Fairfax County, Virginia. The arbitration shall proceed on an individual basis only. Judgment on the award may be entered in any court of competent jurisdiction. Either party may seek temporary or preliminary injunctive relief in court to protect intellectual property, confidential information, security, or service integrity pending arbitration.
Small Claims: Either party may bring claims in small claims court in Fairfax County, Virginia, if the claims qualify under the applicable small claims court rules.
Venue: For any dispute not subject to arbitration, the state and federal courts located in Fairfax County, Virginia, shall have exclusive jurisdiction, and you consent to personal jurisdiction and venue in those courts.
Class Action Waiver: To the maximum extent permitted by law, you and SapienCX LLC agree that any dispute will be brought only on an individual basis and not as a class action, collective action, representative action, private attorney general action, or consolidated proceeding.
We may update these Terms over time. Material changes will be communicated to active subscribers via email at the address on file before they take effect. We will maintain a current version of these Terms at campaignbrief.net/terms.html. Continued use of CampaignBrief after the effective date of revised Terms constitutes your acceptance of those revised Terms. If you do not accept material changes to these Terms, you may cancel your subscription before the effective date of the changes.
We may suspend or terminate access to CampaignBrief, with or without notice, if we reasonably believe you have violated these Terms, failed to pay fees when due, created legal or reputational risk for SapienCX LLC, misused the Service, engaged in fraud or scraping, shared your access token in violation of these Terms, or used CampaignBrief for a prohibited purpose. Termination for breach does not entitle you to a refund.
The following provisions survive termination of these Terms: all fees owed, intellectual property provisions, disclaimers, no-reliance provisions, limitation of liability, indemnification, governing law, dispute resolution, and any provisions that by their nature should survive.
These Terms, together with any checkout disclosures, plan terms, and the Privacy Policy, constitute the entire agreement between you and SapienCX LLC regarding CampaignBrief and supersede all prior and contemporaneous understandings on the same subject. If any provision is found unenforceable, the remaining provisions remain in full force and effect.
We may provide notices by email, in-product notice, or posting on the website. You are responsible for keeping your account email address current. You may not assign or transfer your account or rights under these Terms without our prior written consent. We may assign these Terms in connection with a merger, acquisition, reorganization, sale of assets, or by operation of law.
